  • 14-166 Clinic Coordinator III at the Fredericksburg Clinic (full-time): This position is responsible for program planning and development of a large clinic for intellectually disabled, substance abusing, and/or seriously emotionally disturbed individuals. The successful candidate will possess advanced knowledge of individual, family and group treatment relating to the intellectually disabled, substance abused, and behavioral/emotional disordered population, including counseling, therapeutic modalities and techniques related to clinical casework; thorough knowledge of the medical providers, social services and other agencies and community organizations providing services to the intellectually disabled; ability to supervise, evaluate and coordinate the work of a group of clinical staff; ability to prepare and maintain detailed records and prepare related reports; ability to develop and conduct training programs for individuals and subordinate clinical staff. Strong leadership skills and ability to provide guidance regarding program needs and performance expectations.  Master’s Degree in psychology or human services and extensive clinical work experience in the treatment of the intellectually disabled or substance abuser and mentally ill preferred. Administrative and clinical supervisory experience preferred. Virginia licensed as a Professional Counselor, Clinical Social Worker or Clinical Psychologist. Valid Virginia driver’s license with acceptable driving record required. Must be available to work two nights per week until 7:00 p.m.  This position is located in the City of Fredericksburg.   • 14-165  Substance Abuse Therapist/Case Manager at the Fredericksburg Clinic (full-time):  This position provides clinical case management services, specifically out­reach, to seriously and chronically substance abusing or chemi­cally dependent individuals of the agency's substance abuse treatment programs, many of whom are multiply impaired (e.g., chronically mentally ill) as well. Duties include outreach; case finding; assessment; service planning; psycho educational and supportive counseling, and therapy via traditional and non‑traditional individual group, and/or family therapy services; service planning; service link­age; case monitoring and individual advocacy functions. The successful candidate should possess thorough knowledge of: social casework principles, practices and  techniques; community, agency, regional and state resources and programs for the individual population. Good knowledge of:  the diagnosis and treatment of the substance abusing/chemically dependent population and mental illness, for working with individuals diagnosed with co-occurring disorders and related individual, group and family therapy and counseling practices and techniques including multiple treatment modalities;  the principles of family and group dynamics; individual management guidelines for Virginia; office management practices. Ability to: establish and maintain rapport with the individual population; establish and maintain effective working relationships with other employees and with private and public agency personnel; func­tion calmly in stressful situations; communicate effectively, orally and in writing; maintain individual records.   • 14-105 Psychiatrist (full-time): This position performs medical, diagnostic, and treatment services for the agency's outpatients receiving services. The successful candidate will possess a through knowledge of:  the principles, standards, practices and techniques related to psychiatry; the characteristics and precautions to be taken in the administration of psychotropic medication; and the principles, practices and techniques related to individual therapy and counseling practices for the mentally ill. Will also possess the ability to:  accurately maintain patient medical records and prepare reports in compliance with licensure regulations; establish and maintain effective relationships with individuals, physicians, subordinates and others contacted in the course of work.   • 14-172 and 14-173 Day Support Counselor at Rappahannock Adult Activities (two positions; part-time): This position collects data, instructs and monitors adults with intellectual disabilities in basic social, personal, leisure and vocational skills in a community based setting. The successful candidate will possess: good knowledge of vocational rehabilitative programs and instructional techniques in the work setting assigned; knowledge of the behavioral needs associated with persons with intellectual disabilities; skills in establishing on-going rapport and communication with non-verbal participants; skill in supervising and instructing on an individual and group basis; ability to keep accurate records and prepare daily reports; ability to communicate instructions; skill in training, teaching, coaching people with disabilities; ability to respond to crisis situations both behaviorally and medically; working knowledge of proper body mechanics/lifting skills; working knowledge of the community and ability to learn and develop local resources; ability to engage people with developmental disabilities in a variety of settings with meaningful activities that are entertaining and provide choices for the individual.   • 14-88 Intellectual Disability Support Coordination Supervisor in Caroline County (full-time): This position supervises the recruitment, training, and work of assigned Support Coordinators. The Supervisor is responsible for intake/admission to the Intellectual Disability (ID) service delivery system and monitoring of ID Statewide Waiver Waiting List. The incumbent is responsible for providing case management services to individuals with an intellectual disability, which includes: outreach, assessment, service linkage, monitoring and advocacy functions. Traditional and non-traditional counseling, direct care and supportive services are critical. The successful candidate will possess:  Knowledge of: interviewing and supportive counseling techniques; social casework techniques; the defini­tion, causes and program philosophy of intellectual disabilities; the different types of assessments and their uses in program planning; individuals' rights; local service delivery systems, including support services; the types of intellectually disabled programs and serv­ices; effective oral, written and interpersonal communication principles and techniques; general principles of record documentation; the service planning process and the major components of a service plan.   • 14-195 Group Home Manager at Devon Drive Group Home in Caroline County (full-time): Manages the operation of group home programs and facilities for adults with intellectual disabilities. Duties include: supervising and providing direct care to residents; administration; facility management; and implementation of Medicaid Waiver residential services. PREVENTION SERVICES

  • 14-145 Family Support Workerr - Bilingual for Healthy Families Rappahannock Area - Fredericksburg (full-time): This position is responsible for initiating and maintaining home visiting services to first time parents who are considered to be at risk for abusing or neglecting their child. The position will work with parents to promote bonding and increase parent/child interactions as well as on child development, prenatal and child health, problem solving skills, and linking to community resources as needed. The position will also coordinate community-based events for families in collaboration with other community organizations. The successful candidate will have: knowledge of positive parenting skills, child development concepts, child health, safety and nutrition; experience working with young children (0-5 years) and their parents; ability to: work effectively with multi-disciplinary community professions, establish and maintain personal/programmatic boundaries, while providing supportive services, use word processing software to create professional reports; strong interpersonal skills/ability to relate to people with respect for their individuality in a non-judgmental manner and maintain confidentiality in daily operations; public relations skills and ability to speak to both large and small groups; highly organized, detail-oriented and able to work in a fast paced environment. Bachelor's Degree in Early Childhood Education, child development, nursing, or social work, preferred. Bilingual and proficient in English and Spanish, both written and spoken, required. Valid Virginia driver's license with acceptable driving record required. Must have reliable transportation and be willing to use personal car for work purposes. Schedule: Monday through Friday 9:00 am. To 5:00 p.m., occasional weekends. Annual salary: $34,034 + benefits.

TRANSPORTATION SERVICES

  • 14-189, 14-159 and 14-163  Van Driver - Substitute (part-time; three positions): Provides safe and timely transportation for individuals with various physical and/or mental disabilities to and from their residences to various developmental programs provided by the Agency. The successful candidate will possess: thorough knowledge of the operating and safety practices and techniques related to driving a passenger vehicle; thorough knowledge of state and local laws governing vehicular movement on public thoroughfares; good knowledge of routine preventive maintenance practices and common mechanical failures related to the vehicle operated; good knowledge of the regional geography and major road systems; good knowledge of emergency first aid and CPR techniques; good skill in the operation of a motor vehicle; some knowledge of the common behavior of the population of individuals served by RACSB; good physical condition required to provide assistance to individuals entering and exiting the vehicles; ability to handle crisis situations and relate well with individuals served, their families and agency staff. The successful candidate must be able to work a split shift A.M./P.M., Monday through Friday. High school diploma or its equivalent and considerable driving experience, including paid experience in transporting others. Valid Virginia Driver's License and acceptable driving record required. Hourly rate: $12.38.


ADMINISTRATION

  • 14-192 Quality Assurance Manager (full-time): This position oversees Evaluation and Utilization Review; medical record management, and health and safety activities for the Agency. Facilitates the internal review and evaluation of all agency programs, documentation, medical records, and related management policies and procedures. Reviews operating manuals; monitors compliance with DBHDS quality improvement performance contract requirements, CARF accreditation standards, and the agency’s health and safety program.  Educates staff regarding DMAS regulations and requirements and agency policies. Quality of individual treatment, program, productivity, flexibility, sensitivity, conformance to regulations are analyzed personally or by committees coordinated and directed by the incumbent. The successful candidate will possess: considerable knowledge of quality assurance program activities and requirements; working knowledge of licensure, certification, utilization review, and evaluation standards; basic clinical practices and service delivery requirements of professionals in the community service board system; and essential risk management issues. Demonstrated ability to communicate effectively both verbally and in writing; evaluate program needs and utilize available resources effectively and prepare related documentation and reports; and review of agency policies and procedures in licensed program areas.  Bachelor’s Degree in Behavioral Science with a minimum of one year of professional experience in quality assurance, program planning and evaluation activities and coordination in the area of clinical and/or community services, involving compliance with statutory regulations, or a combination of education, training, and experience that provides the required knowledge skills and abilities. Valid Virginia driver’s license with acceptable driving record required. Annual salary: $49,374 + benefits. 

  • 14-187 Office Manager I at the Caroline County Clinic (full-time): This position oversees the daily operation of a small mental health clinic by providing administrative support to the direct service staff including entering current data into the computer, directing and routing calls and visitors to proper staff, distributing mail. Is responsible for the security of the office, all records, and maintaining inventory of supplies. The successful candidate should possess a thorough knowledge of business office practices, good knowledge of business English, spelling, punctuation and grammar; good knowledge of bookkeeping practices; good knowledge of the common terminology in the mental health field; some knowledge of the characteristics of the individual group served.  Good skill in the use of personal computer and keyboard equipment; skill in the use of fundamental business mathematics, ability to prepare and maintain records and filing system; ability to work as a team; strong communication skills, oral and written. Experience as an Office Manager in a medical outpatient setting; experience supervising support staff. High school diploma required.  Valid Virginia driver’s license with acceptable driving record required. Schedule is Monday through Thursday 8:00 a.m. to 7:00 p.m. Annual salary: $30,992 + benefits.
